Implementation of the work program of the State Unitary Aviation Enterprise "Tajik Air" for 9 months of 2009 is characterized by positive dynamics of growth of key performance indicators, improved quality and efficiency. During the first 9 months of this year the share of "Tajik Air" in total value of air transportations is amounted to 48,5% and rose by 3.1 points in comparison with the same period of 2008. The SUAE "Tajik Air" transported 427,7 thousand passengers on the domestic and international air lines during this period.

In general "Tajik Air" transported 303,1 thousand passengers to international destinations which amounted to 40,1% in comparison with the same period in 2008, i.e. 4% increase.

During this period 124.6 thousand people were carried on domestic airlines, which is 20,9 thousand passengers less than during the reporting period of 2008. The reason is the reduction of flights to Khorog - because of not always favorable weather conditions, as for the direction to Penjikent - lack of sufficient number of passengers. During 9 months of 2009 the SUAE "Tajik Air" carried 1,212.0 tonnes of mail and cargo, accounting for 69,1% to the corresponding period of 2008.

During the reporting period 18 airlines operated their flights to the Republic including 9 airlines of the Russian Federation. Foreign airlines transported 366,3 thousand passengers during this period that is 23,1% less compared to the period of January-September 2008. including the Russian airlines - 311 thousand passengers, that is 104,0 thousand passengers less than during the same period of 2008.

It should be noted that due to restructuring of the SUAE "Tajik Air" and separation in to 4 airports: Dushanbe, Khujand, Kulyab, Kurgan-Tube, the "Tajik Air" airline sharply increased its costs for handling of the aviation enterprise's aircrafts in these airports. Currently, there are no economically viable rates of charges for services in the newly formed airports and the SUE "Tajikaeronavigatsiya". There is no the international and domestic flights handling separation. " The schedules of the airport charges rates are offered to the aviation enterprise "Tajik Air and they are almost identical in value of all 4 airports of the Republic of Tajikistan while the quality of service at some airports do not meet the international requirements.

The Authority of the SUAE "Tajik Air" has repeatedly appealed to the Government of the Republic of Tajikistan, Ministry of Transport and Communications of the Republic of Tajikistan and the Ministry of Economic Development and Trade as for the need to establish the tariffs for airport and air navigation services on the basis of calculations for internal and external users. This practice is observed in the airports of the CIS countries. However, the questions remained unresolved.

Without any unified approach to determine the rates of charges for airport and air navigation services and real definition of expenses for the airports support, these costs will increase, which ultimately will affect the financial condition of the airline and the air tickets fares. Consequences of the unreasonably high rates for the airport ground services and air navigation services have a direct impact on passenger of the "Tajik Air" airline.

During the first 9 months of this year the work has been done to maintain airworthiness of the aircrafts and helicopters produced in Russia and existing on the airline's balance sheet. Overhaul of the aircrafts TU-154 M, helicopters Mi-8 MTV engines was completed. It is the continuing work with the designer of TU-154M aircrafts and Mi-8 helicopters as for the extension of the airframe and engines lifetime and period of service.

In order to implement the Aircraft Fleet Modernization and Western Equipment Development Project,  beginning from October this year the SUAE "Tajik Air" has operated the Boeing-737-500 aircraft taken into the financial leasing; it is expected the arrival of another Boeing 737-500 aircraft in late October to operate flights of the national air carrier. During the reporting period the SUAE "Tajik Air" significantly expanded operations to the CIS countries as well as to the foreign countries. So, since March this year, the airline operates regular flights from the international Kulyab and Kurgan-Tube airports to Moscow, Yekaterinburg, Novosibirsk. Since June this year, the national air carrier operates the flights Dushanbe-Sochi, Dushanbe-Surgut, Dushanbe-Nizhnevartovsk, Khujand-Irkutsk, Khujand-Tyumen. It is planning to operate flights on the routes: Dushanbe-Delhi, Dushanbe-Kiev. Starting from 21 October this year the airline "Tajik Air" independently began to operate regular flights on the route Dushanbe-Sharjah. Earlier this flight was operated as a charter one with involvement of the travel agency.

In order to implement the "Haj-2009" program they are working over arrangement of flights on the route Dushanbe-Jeddah-Dushanbe, Khujand-Jeddah-Khujand.

During 9 months of 2009 the airline placed taxes to the country's budget at the amount of  44.7 million Somoni.

Pursuant to the Government of Tajikistan instruction two houses were built for suffered residents of the Khuroson district of the Khatlon region at the expense of the enterprise. For the funds that had been voluntarily transferred by the airline workers they purchased furniture, household appliances and essential commodities for the suffered families. At the expense of the trade union committee 10 children from the families suffered in the Khuroson district were provided with 10 places in the "Karatag" Camp.

In accordance with the Order № AP-467 dated 12.01.2008 of the President of the Republic of Tajikistan, the airline is a sponsor of the Territorial center of social service for the elderly and disabled in Khujand. In pursuance of the above Order and in honour of the Navruz holiday, the of National Reconciliation Day and celebration of the 18th anniversary of Independence of the Republic of Tajikistan, the center was provided with charitable assistance in the amount of 9000 Somoni.

For the purpose of improvement of the medical service quality, the SUAE "Tajik Air" staff health support as well as health care of other aviation workers and flight crews of the third-party airlines, the "Health" Medical Center building was repaired and after that repair the laboratory was put into operation.

The main objectives of the SUAE "Tajik Air" in the fourth quarter 2009 are:

ensuring of safety and regularity of flights;

continuing implementation of the Individual Plan of the Government of Tajikistan as for restructuring of the SUAE "Tajik Air";

• continue to modernize the enterprise's aircraft fleet;

realization of estimated figures established by the Government of Tajikistan in 2009;

• further expansion of the flights geography.
